2. Yes it would. Did you read my linked article? Look at the linked graphs? Your "limitations" would still be around, but, as I said, they are really just imperfections, not fatal flaws. The modern filibuster, in contrast, is the hemorrhage through which the lifeblood of representative democracy - compromise legislation - is draining out. The filibuster is why the parties don't work anymore.
