It implies that there is a form of masculinity that is not toxic, but when pushed, no user of the term can offer any "masculine" attribute that isn't just good behavior. Thus, where the author wants to degender bad behavior, the feminists who use "toxic" masculinity want to degender good behavior. The term "undermines the beauty and function of healthy masculinity" because, to its users, there is no such thing as "healthy" masculinity, just healthy humans who happent to be male.
