Progress happens. Read a review of The Last Duel. (I wouldn't wase the time or money to see the thing.) It was about the last duel. At some point, the stable medieval society reached some sort of tipping point and a renaissance happened. People started to behave differently in droves. The same thing happened in the Age of Reason, for all its silliness.
People don't realizes when their environment changes. Black Wall St. happened 100 years ago. Do you think the same thing would happen now to a similarly prosperous Black community? I don't. And I am speaking as someone who recognizes that caste is a stabilizing rationing system.
Abundance is an environmental variable determined by technology (in the broadest sense of the word). The more stuff we have, the less rationing we need. There are now enough middle class Blacks to call into question your claim about what would happen if they all "buckled down" and got to work. That's not how change happens, though. The trigger is enough role models to change the ethos of the community, not as an act of "free will," but as a naturally selected response to a changing environment.
Maybe the time has come to light the candle rather than curse the darkness.
