But the company’s public statements are incongruous with decisions made behind the scenes; Zuckerberg chose to not remove a post by President Trump that incited violence against protesters, even as employees threatened to resign over the matter.

Supporting a movement and allowing the movement's opponents to use their platform are not "incongruous." Facebook does not mess with content. Either it's a platform - like the Internet itself - or it's a publisher. A case can be made that it's a publisher, or should be treated as one, and so is responsible for everything on it. But if that case isn't made, Facebook cannot be held responsible for anything on it. There can be no middle ground that will not make litigation a growth industry.
