I agree. But let me make here a plea to authors to drop "GOP" as a referent to the Republican party. There is nothing grand about it, nor is anything about it (other than demographically) old. Its body has been snatched. That actually happened in the Nixon era, but, until 2016, the conservative intellectuals in the party actually believed they mattered.
Before Trump, some the GOP-ness could at least arguably be, well, argued. But now? The party is a pile of turds, stupid and/or venal thugs and mediocrities. We need to improve their lives, because their disaffection is dangerous. But they are not to be admired even in the indirect way that "GOP" can be read to do so. "GOP"? RIP.
