I disagree. We need better incentives, direct subsidies for first-time home-buyers. The mortgage market of the "Liars' Loans" era provided a subsidy in the form of teaser rates and loan-originators and packagers with no skin in the game. That market arose because Congress thought it was "solving" the affordability crisis. As the overbuilding of the pre-GFC 21st century shows, with effective (whether or not otherwise awful) subsidies, housing will be created. The problem, then, is simply to shape the capitalists' incentives rather than let them emerge from the primordial soup of undirected self-interest.
