I disagree on two counts. First, there are no "low-level competitions" for future high-level competitors. To them, every competition is an important step in developing confidence that they can beat other women in whatever the game may be.
Second, focusing on the number of trans athletes is like evaluating a burglar alarm on the basis of the number of burglars it catches rather than the number of burglaries it deters. The eligibility of trans women affects ALL serious non-trans women competitors. Every striver who lost to any of the winners you named was harmed by those winners' presence. How big is that number?
A case might be made that trans women who did not go through male puberty have no male advantages. But a rule based on that fact would put tremendous pressure on young athletes to transition earlier than they might otherwise, if ever. That trade-off doesn't make sense.
