I respectfully dissent. The downside of making every vote count is the enormous expense of trying to GET every vote. Where do candidates campaign under this method? How do they spend their money?

Swing states solve this problem by being microcosms. Representative democracy is not about individual wants; it's about bloc interests. If my interests are protected, the system serves me. My vote doesn't have to count so long as people who share my political interests are wooed in swing states.
