It is not clear that even a crisis will create change. Cooperation is a contingent virtue. If you and I find a tree with lots of fruit on it, we may work together to pick as many as possible and divide them up. But if we find a tree with one fruit on it, and we each need a whole fruit to survive, one of us kills the other. Nature presents us with situations. Some are plus-sum opportunities, and some are zero-sum games. Sometimes, we disagree on which category we face. How we respond depends on how we view the game.
