Technically, but voters don’t care about what things are called. They know in their guts that Trump was doing politics, and politics, even illegal dirty politics, is dealt with by elections. Prosecuting politicians for dirty politics is just too slippery a slope; the temptation to prosecute corruptly is too great. The election will be soon enough.
