The CoVID relief package was combined with the Omnibus - that means "about everything," for you bozos who are surprised that the bill is about, well, everything - budget bill for procedural purposes. So none of the extraneous stuff is really "in" the relief bill. And none of the spending is "instead" of relief spending.

So, as with so many articles on the Web, one cannot know whether the author is uniformed or disingenuous. Either way, the author's arguments are worthless.

There is some indefensible stuff in the relief bill, most notably deductibility of expenses funded by tax-free loan-forgiveness. That's a double dip, and everyone who voted for it should be ashamed of it. The three-martini lunch is a minor thing. No, it won't bring people to restaurants now, but it will help restore the industry when people do start going back.

And yes, the bill doesn't do enough for unemployed people. I don't see why ANYONE should get a one-time check. Either you are out of work, or you aren't. If you are, you should get unemployment help. If not, why do you need anything? The Dems don't really want to pay out $2k, but they are happy to vote for it in the knowledge that the Republicans will kill it. (Hint about voting records: Everyone in Congress knows how every vote will come out before it is called. All votes for a losing cause should therefore be viewed as performative.)

It may be worth noting that Trump's approval rating rose when he demanded more largess from the public Treasury. We are as stupid as ever.
