The documents take as a given the propriety of, among other things, “undermining Russian domestic stability.”
The study was commissioned when Trump was CIC. He hardly thought that destabilizing Russia was a good idea. OTOH, would our military be doing its job if it didn't know how to destablilze a government that had tried to do all the things Putin had tried to do to us, including make Trump president? The mere existence of the study hardly establishes any policy to put its findings to use without further provocation. Contingency planning is what generals do in peacetime. Would we or the world be better off if the study had not been done?
