The filibuster is not arcane. It has rightly become the crown jewel of minority protection. Before 1970, it was used sparingly, because it had a significant political and personal cost. Back then, a senator actually had to talk and talk and talk, and his pals had to stay around to defeat cloture votes (because 2/3 of senators VOTING could stop debate), and NOTHING else could happen in the Senate while the filibuster was continuing.
Now, the minority need only SAY that it will filibuster, and the majority has to find sixty votes for cloture no matter who is around to vote (because it now takes 3/5 of senators SITTING to stop debate), and the Senate can go on with its other business while some piece of legislation is being filibustered. The result is the virtual filibuster, which McConnell used to break the government, which is why asshole Trump got elected.
So "arcane" is very much not the right word.
