The tired argument is "Nobody goes to Wyoming." No. They go to Colorado, which is pretty much all that anyone in Wyoming needs at the national level. States don’t have interests; blocs have interests. If you're a farmer in NY or Vermont, your national interests are protected by the campaigns in Pennsylvania and Ohio.
The EC does not “prioritize” rural voters; it just gives them more say than their numbers demand, because farming is a low-density industry.
