Tipping gives customers the sense that they have recourse for bad service. Not just meh service, but the rude “Not my problem!” kind of service that occasionally crops up. I suppose most people tip a standard amount for good service and so-so service (hence the weak correlation between quality and tip), but just knowing that you can stiff a surly server is a comfort that many diners do not wish to give up.
