Well, everyone else, including self-styled progressives, confuses the terms. If you're talking about Liberal-classic (Locke, Smith, Ricardo, et al.), as opposed to Liberal-renamed (because the right did such a good job of making "liberal" a dirty word), then I agree. But that meaning should probably be made explicit, because most people today use "liberal" to mean leftish. You do mention Mill, but only at the end. I'd be interested to hear any progressive say anything in praise of Mill or any of the DWEMs in my list.
