There’s no question that the authors of the Constitution were seriously concerned with “populist emotionalism”, which was one of the two reasons behind the Senate (the other being to give small states extra powers).
Oh, right. That’s why they created the Senate, but not the EC, which just magically happens to combine the seats in the House and Senate in its allocation.
