You are complaining about about substantive problems. But the problem is institutional.

The Internet has made it easier for the evil to motivate the stupid to vote in primaries in gerrymandered districts. That's new. We could fix the substantive problems through negotiated legislation if the perfect storm of rabble-rousing and gerrymandering sent professional politicians of competing ideologies to Congress. But it doesn't. It sends radicals and obstructionists to Congress. That's how the Internet broke the government.
