You are right not to want to "hear" half-baked opinions, but, as a citizen, I want to know that people are voting (or worse) on the basis of such opinions. So I don't want expression of bad idea to be suppressed. Also, I have no problem participating in the process whereby ideas become better thought out, or, better yet, thought better of.
Do you really think that any reprehensible idea can be well delivered? I'm with Keats on this. Truth is beautiful. Ugly ideas are ugly. They cannot be well-delivered. But we do need to know they are held.
